MAREANO is headed by four ministries, forming the Steering Board that, among other tasks, approve annual executive plans and reports. The implementation of MAREANOs annual tasks and planning of upcoming activities – as demanded by the Steering Board – are headed by the Programme Group. The advisory Reference Group provides input to these groups.
The Executive Group undertake the practical and scientific work in MAREANO inclusive of planning and reporting services towards the Programme Group.
The Steering Board comprises representatives from:

- Ministry of Petroleum and Energy
- Ministry of the Environment
- Ministry of Trade and Industry
The Programme Group, headed by the Directory of Fisheries, consists of representatives from nine "directory-levelled" State institutions:
- Climate and Pollution Agency
- Directorate for Nature Management
- Directorate of Fisheries
- Institute of Marine Research
- Geological Survey of Norway
- The Coastal Administration
- Norwegian Mapping Authority Hydrographic Service
- Norwegian Petroleum Directorate
- Norwegian Polar Institute

The Reference Group provides the Programme with input from a number of private and public sector bodies and has representatives from:
- Marbank at the Institute of Marine Research

- Norwegian Institute for Water Research
- Norwegian Oil Industry Association (OLF)
- Norwegian Institute for Cultural Heritage Research
